First Draft of the 2023 Qualified Allocation Plan is Now Available

The first draft of the 2023 Qualified Allocation Plan – Technical Revisions has been posted to the OHFA HTC webpage. Both clean and redline versions of the document are available. 

The draft incorporates feedback received during the pre-draft comment period that ended June 30, as well as feedback from the Next Steps and Debrief Meetings held with partners. 

Comments on the first draft will be accepted through August 19, 2022. OHFA will hold a Qualified Allocation Plan Webinar and Roundtable tomorrow July 21st. Additional upcoming dates are outlined below, virtual meeting information is forthcoming.

Key dates: 

  • Release of second draft: 4th Week of August
  • OAC Public Hearing (see below): August 17th
  • Comment deadline: August 19th
  • Release of third/final draft, if necessary: September 8th
  • Presentation to MF Committee for recommendation: September 14th
  • Presentation to OHFA Board for approval: September 21st

2022 BGF Round Update

The Ohio Housing Finance Agency (“OHFA”) received twice as many Exception Requests this year compared to last year in its annual Bond Gap Financing (“BGF”) round, which couples competitive gap financing with non-competitive 4% LIHTCs. These Exception Requests will ultimately correspond to over twice as many applications being received. Because of the unprecedented demand for BGF resources, OHFA is delaying its decisions on programmatic Exception Requests by one week, from this Friday, July 22nd to Friday, July 29th. This will ensure that OHFA can perform a comprehensive review of each request. As a corollary, OHFA is extending the deadline to submit Proposal Applications from Thursday, August 4th to Thursday, August 11th. No other deadlines listed in the BGF Program Calendar will be affected. We appreciate your patience as OHFA diligently reviews the increased number of requests.
